Crimes in Ukraine committed by the Russian Federation

BACKGROUND AND METHODOLOGY

The following document has been compiled as a collaborative effort between New Direction, and a global coalition of legal experts in the European Union, United States, and Ukraine – working with open-source data to identify and verify cases in which the Russian Federation has committed alleged War Crimes in the Republic of Ukraine in the course of the current conflict.

Each case listed below has been independently verified by sources on the ground and allocated to a defined crime as listed under Part 2 of the Statute of Rome. The Statute of Rome is the founding and governing charter of the International Criminal Court (ICC).

On 8th September 2015 the Ukrainian accepted ICC jurisdiction. This gave the ICC jurisdiction from the 20th February 2014 onwards in relation to crimes of genocide; crimes against humanity and war crimes committed on Ukrainian territory. ICC is that jurisdiction over a particular territory derives from that state granting the ICC jurisdiction. So though Russia is not a party to the ICC it is still bound by the obligations generated under the ICC for any acts committed on Ukrainian territory.

The predominant definition used to describe a War Crime is set out by the International Criminal Court – in the Statute of Rome, drafted in July 1998, and signed in July 2002. Part 2, Article 8 sets out the definitions of a War Crime.

List of Russian War Crimes in Ukraine

Article 8 – War Crimes

article 8(2)(a)(i) - wilful killing:

  • On 25 February 2022, near the village of Esman of Shostka district, body of civilian man with gunshot wounds was found.
  • On 26 February 2022, in Kharkiv region Russian soldiers killed a civilian man when he started filming a column of military vehicles on his mobile phone. At that time, he was shot in the head by a serviceman of the Russian Armed Forces.
  • On 26 February 2022, in Kherson region Russian servicemen shot the car of civilian journalist with small arms. The journalist was killed after an attack.
  • On 26 February 2022, in Chernihiv region Russian servicemen shot a civilian car for refusing to stop. One person was killed and two were injured.
  • On 26 February 2022, in Kherson a woman called the ambulance at 13:00 reporting a gunshot wound in the chest of her 42-years-old husband by Russian soldiers.
  • On 1 March 2022, in Kyiv Oblast, Kukhari village, Ivankiv district – Russian servicemen shot a civilian car that stopped at the block post. A woman (a doctor) was killed. She went to evacuate a wounded little nephew. The body of the deceased could not be evacuated. link
  • On 1 March 2022, Kyiv Oblast – Russian servicemen shot a civilian car (state license plate AI 8751 EM). Two elderly people were killed. link
  • On 4 March 2022, Kyiv Oblast, Gurivshchyna village - Russian tanks shot down two civilian cars. Three people were killed, including one child. link
  • On 5 March 2022, Kyiv Oblast, Gostomel Village - according to the Gostomel village council, the Russian military shot the Mayor of the Gostomel community, Yuri Prilipko and two of his brothers while they were delivering humanitarian aid (bread, medicine and other humanitarian aid) to the residents of Gostomel. link link
  • On 5 March 2022, Zaporizhia Oblast - The Zaporizhia Oblast Military Administration reported that a civilian car with two Ukrposhta’s employees (who were delivering pensions) had been driving on the road between the settlements of Yegorivka and Novoselivka. A Russian tank went to meet them. The driver of the car tried to allow the tank to pass on the right. In response, Russian soldiers (according to other sources, Kadyrovites) opened fire on a civilian car from afar, and then ran over it. Two people died. Due to the fighting in this area and the movement of Russian military equipment, the evacuation of the bodies of the dead is currently impossible. link

b.I. – Targeting of Civilians:

  • Sunday 6th March 2022 - Kyiv Oblast - Adviser to the Minister of Internal Affairs said the humanitarian corridors for the evacuation of the city of Bucha were fired upon by the Russian military. 8 people who were killed, and the mayor of Bucha Anatoly Fedoruk was wounded. link
  • Sunday 6th March 2022 – Mykolaiv Oblast - near the village of Vodyano-Loryne - Swiss independent journalist Guillaume Briquet’s armoured vehicle  was shot at close range by Russian soldiers while driving toward Mykolaiv. Several bullets hit the glass, causing damage. The journalist received wounds to his face and forearm. After the shooting, he pulled over to the side of the road, and the Russian soldiers approached the vehicle, introduced themselves and searched him. After that, they confiscated 3,000 euros in cash and his passport, personal belongings, helmet, camera footage and laptop before finally releasing him. The journalist received medical treatment at a hospital in Kropyvnytskyi. link link
  • Wednesday 2nd March 2022 – Zaporizhzhia Oblast - Village of Vodiane near Energodar - Shots fired at residents who came out unarmed to stop a Russian military column. One person was injured (a heavy bullet tore off a man's leg). link link
  • Monday 28th February 2022 -  Civilian killed by Russian Federation soldier for the refusal to provide them with his mobile phone, information from the press service of the regional administration
  • Monday 28th February 2022 - Chernihiv Oblast - Unnamed civilian found in destroyed housing. File 220228
  • Sunday 27th February 2022 - Kharkiv Oblast - Russian Armed Forces attacked a civilian bus Kharkiv-Toretsk near the village of Volokhyi Yar, Izium district, Kharkiv region. As a result, the driver and two passengers of the bus were killed after shelling, and 18 civilians were injured. 
  • Sunday 27th February 2022 - Kherson Oblast - Shooting of a civilian car. File 220225 
  • Sunday, 27 February 2022 - Kyiv Oblast - the Russian military fired on a civilian car near the village of Babintsi in the Bucha district. One person reported killed. Information from the media and war journalist Andriy Tsaplienko
  • Sunday, 27 February 2022  - Sumy Oblast - RF troops fired in a civilian bus and blocked ambulance access to the wounded, information reported by news web page ZMINA with a reference to the local war-administration head Dmytro Zhyvytsky account

  • Saturday 26th February 2022 – 26 February 2022 - Okhtyrka, Sumy Oblast - Sumy Military Administration reported the injury of two foreign journalists.
  • Saturday 26th February 2022 – Kherson Oblast – Cell phone footage emerged of an ambulance that had been hit by shells on a road in Kherson Oblast. 3 confirmed dead. Independent verification from The Kyiv Independent
  • Saturday 26th February 2022 – Kharkiv Oblast – Photos on social media of Children sheltered in the basement of a paediatric oncology hospital in northern Kharkiv. No independent verification available.
  • Friday 25th February 2022 - Kyiv Oblast - Road between Bucha and Gostomel (near former shop Fora). Civilian cars attacked. File 220225
  • Friday 25th February 2022 – Kharkiv Oblast – Dashcam footage emerged cluster munitions being dropped on a road running parallel to Kharkiv Childrens Hospital. Independent verification from BellingCat
  • Thursday 24th February 2022 – Donetsk Oblast – Photos appeared on social media of a shell strike on a hospital in Vuhledar. Independent verification from BellingCat
  • Thursday 24th February 2022 – Kharkiv Oblast – Footage of a Russian fighter jet firing rockets at an apartment block.
  • Thursday 24th February 2022, Uman city a 39-year-old cyclist was killed in a shell blast in central  part of  Uman town, central Ukraine, confirmed by the local police office

 

b.II – Targeting of Civilian Property:

article 8(2)(b)(ii) - intentionally directing attacks against civilian objects, that is, objects which are not military objective:

  • Monday 7th March 2022 - Kharkiv Oblast - Karbysheva street, 3 fires in residential buildings as a result of bombing. link
  • Monday 7th March 2022 - Kharkiv Oblast - Fire in the Kharkiv School of Music as a result of bombing. link
  • Monday 7th March 2022 - Kharkiv Oblast - Moscow Street, 10 fires, including 7 in multi-storey residential buildings and student dormitories, and 1 in a medical facility as the result of bombing. link
  • Monday 7th March 2022 - Kharkiv Oblast - Square of the Heroes of the Heavenly Hundred, 7 fires, 4 of which in residential buildings as the result of bombing. link
  • Friday 4th March 2022 - Chernihiv Oblast - Rocket attack on the oil depot link
  • Monday 28th February 2022 – Kharkiv Oblast – Footage of Russian artillery hitting civilian buildings in the North of the city. Multiple eyewitnesses. link
  • Date Unconfirmed – Kyiv Oblast – Evidence of Russian troops having purposefully destroyed civilian buildings. Independent verification from LiveUAmap link
  • On 27 February 2022, as a result of shelling from large-caliber weapons by the Russian Armed Forces the KLO oil depot in the village of Kriachky, Kyiv region, was destroyed. On territory of this depot were 10 fuel tanks of 2 thousand cubic metres, as well as an underground gas tank. link
  • On 27 February 2022, as a result of shelling by small arms, Russian Forces damaged objects of civilian infrastructure in Bucha, Kyiv region.
  • On 27 February 2022, Russian Forces shelled with heavy weapons residential areas of Chernihiv (Mahistratska and Kirponosa Streets), as a result 6 civilian housing were damaged, including children's dental clinic, a library and the Chernihiv City Council, and 16 people were injured.
  • Saturday 26 February 2022, at 7 p.m. in the centre of the village of Krupichpole, Chernihiv region, Russian servicemen attacked with guns a civilian car for refusing to stop. As a result, one person was killed and two were injured (criminal proceeding # 42022272210000000).
  • Saturday 26 February 2022, at 8.30 p.m. in the village of Krupichpole, Chernihiv region, Russian servicemen shelled civilian housing at B. Khmelnytskyi Street. One civilian was killed (criminal proceeding # 42022272210000000).
  • Saturday 26 February 2022, as a result of the shelling of Kharkiv, civilian objects were damaged. The shells hit civilian housing and infrastructure. Explosive shells remain in various parts of the site, including near a kindergarten.
  • Saturday, 26 February 2022, RF troops fired the civilian bus near the village of Volokhiv Yar in the Kharkiv region, according to the head of the Donetsk Regional State Administration Pavlo Kyrylenko. 5 people were killed and 6 were injured. It is known that among the dead - two 42-year-old women and three men - two of them born in 2000 and 2004 link
  • Saturday 26 February 2022 - Donetsk Oblast - Talakivka, located in the suburbs of Mariupol - at night, Russian troops bombed the base of agricultural machinery HarvEast Holding. The head of the company Dmitry Skornyakov reported about it. People were not injured. link
  • Friday 25 February 2022, at 01:00 Dachnyi district in Ohtyrka city, Sumy region, was shelled by Russian Forces for about 30 minutes with MLRS "Grad", "Smerch". Civilian housing was damaged in a result of the attack. One civilian was killed, and two children were seriously injured.
  • Thursday 24th February 2022 – Kharkiv Oblast – Footage of a Russian fighter jet firing rockets at an apartment block. link
  • Thursday 24 February 2022, near the village of Esman of Shostka district, the Russian Armed Forces attacked a civilian car as a result of which one civilian was killed. Medical examination revealed a gunshot wound in the chest (criminal proceeding # 12022200620000053).
  • Thursday 24 February 2022, the Chonhar checkpoint on administrative border with Crimea was attacked by Russian Forces. One civilian was killed (criminal proceeding # 42022230000000025).

 

b.III – Targeting of Humanitarian Workers:

  • Sunday 6th March 2022 - Donetsk Oblast - Based on information from the Monitoring Teams as of 16:00 6 March 2022 (All times are in Eastern European Time), the Mission received reports that the OSCE SMM premises in Mariupol were damaged due to shelling. link 
  • Friday 5th March 2022 - Kyiv Oblast - According to Irpin Mayor Oleksandr Makushin, the Russian military blew up the railway tracks at the entrance to the city. Ukrzaliznytsia reported that two empty cars derailed as part of a 5-car train derailed. Evacuation of civilians from Irpin by this route is no longer possible. link
  • Wednesday 3rd March 2022 - Kyiv Oblast - The Russian military shot a car of volunteers that delivering humanitarian aid to Bucha residents and a dog shelter. 3 volunteers were killed. link
  • Wednesday 3rd March 2022 - Kharkiv Oblast - OSCE Secretariat (Vienna) reported a missile attack in Kharkiv killed an employee of the OSCE Special Monitoring Mission in Ukraine, Marina Fenina.
  • Saturday 26th February 2022 - Sumy Oblast - 3:30 p.m. the ambulance was fired with small arms by the Russian Armed Forces in Ohtyrka, Sumy region. The driver and paramedic managed to hide.
  • Saturday 26th February 2022 - Zmiinuy Island - According to the Ministry of Infrastructure, Russian military ships seized the Ukrainian civilian rescue ship "Sapphire", which was carrying out a humanitarian mission near Zmiinuy Island. Communication with the rescue vessel was lost. link
  • Saturday 26th February 2022 – Kherson Oblast – Cell phone footage emerged of an ambulance that had been hit by shells on a road in Kherson Oblast. 3 confirmed dead. Independent verification from The Kyiv Independent link

b.VI – Knowingly launching an attack that will cause incidental personal, physical or environmental damage

  • Friday 4th March 2022 - Zaporizhzhia Oblast - rocket attacks on the Zaporizhzhia Nuclear Power Plant link 
  • Saturday 26th February 2022 - Zaporozhye Oblast - the Russian troops begin to deploy weapons "Grad" in the direction of Energodar and Zaporozhye Nuclear Power Plant. Adviser to the Minister of Internal Affairs Vadym Denysenko stated that there was a threat of shelling of the station. link
  • Saturday 26th February 2022 - Kyiv Oblast - Media reports with reference to Ukrvodshlyakh: at night, the Russian troops attempted to fire rockets at the dam of the Kyiv reservoir. link
  • Thursday 24th February 2022 – Kyiv Oblast – The Ukrainian State Nuclear Regulatory Inspectorate reported a spike in gamma radiation in the area surrounding Chernobyl, following heavy fighting in the region. Independent verification from the SNRI. link

 

b.V – Bombarding or Attacking non-military targets:

article 8(2)(b)(v) - attacking or bombarding, by whatever means, towns, villages, dwellings or buildings which are undefended and which are not military objectives

  • Monday 7th March 2022 - Chernihiv Oblast - The Russian army indiscriminately shelled residential areas and the city centre during the night. Russian forces aimed at random around the city. They hit the school and residential buildings, part of the city was cut from electricity.
  • Monday 7th March 2022 - Luhansk Oblast - city of Severodonetsk was shelled with heavy artillery. The town of  Popasna has been under mass shelling.
  • Monday 7th March 2022 - Kharkiv Oblast - Karbysheva street, 3 fires in residential buildings as a result of bombing. link

  • Tuesday 1st March 2022 - Kyiv Oblast - The main TV transmitter for Kyiv was hit by rocket attack. According to preliminary information from the State Emergency Service, 5 people died. Among them are journalists. There is information about the dead passers by on the street and drivers of cars passing by the scene at that time. link link link link
  • Tuesday 1st March 2022 - Kyiv Oblast - A bomb hit residential buildings in Borodianka village. link 
  • Tuesday 1st March 2022 - Kharkiv Oblast - air strikes with cruise missiles in the city centre (downtown) of Kharkiv. One rocket exploded at an intersection in Svoboda Square, another rocket has hit the building of the regional state administration (RSA). There are civilian casualties. link
  • Tuesday 1st March 2022 - Kharkiv Oblast - a missile hits a multi-storey residential building. Street name not set. link
  • Monday, 28 February 2022, massive attack on civilian neighborhoods in Chernihiv and nearby small villages, treport by the State Service of Emergency Situations, also media source with video evidence
  • Monday, 28 February 2022, after massive afternoon attacks on Kharkiv civilian neighborhoods civilian people are killed, information from the Adviser to the Minister of Interior Anton Geraschenko, media Ukrainian Pravda confirms with a comment from the Kharkiv Mayor number of killed and injured is huge, the State Service of Emergency Situations is reporting about 44 injured and more that 7 killed
  • Monday, 28 February 2022, Ivankiv village, Kyiv region, the historical and local lore museum which hotel numerous works of Ukrainian folk artists Maria Prymachenko had been burned by RF troops
  • Monday 28th February 2022 - Kharkiv Oblast – Footage of Russian artillery hitting civilian buildings in the North of the city. Multiple eyewitnesses.
  • Sunday 27th February 2022 - Donetsk Oblast - The villages of Sartana and Talakivka near the city of Mariupol were subjected to rocket attacks by the Russian military forces. This was reported by the Mariupol City Council. Four civilians were killed and two were injured. In Sartan, 15 houses were destroyed, 21 - in Talakivka. link
  • Sunday 27th February 2022 - Chernihiv Oblast - Russian Forces shelled twice with heavy weapons residential areas of Chernihiv (Mahistratska and Kirponosa Streets), as a result 6 civilian housing were damaged, including children's dental clinic, a library and the Chernihiv City Council, and 16 people were injured. During the second rocket attack on the same neighborhoods, the former Shchors cinema, which now houses the Regional Youth Center, was destroyed. link
  • Sunday 27th February 2022 - Kherson Obast - Kozatske village. Destruction of municipality building and pharmacy. 
  • Sunday 27th February 2022 - Kherson Oblast - Kherson city near Antonov bridge. Military aircraft bombs object near road.

  • Sunday 27th February 2022 – Kharkiv Oblast – Multiple videos of damage to residential buildings done by shelling across the city and in surrounding villages. link
  • Sunday 27th  February 2022, as a result of shelling by the Russian Armed Forces, three civilian housing in Irpin, Kyiv region, were damaged.
  • Sunday 27th February 2022, as a result of shelling by the Russian Armed Forces, the Vasylkiv specialized boarding school in Kyiv region was damaged
  • Saturday 26th February 2022 - Kyiv Oblast - a Russian shell hit a private house, killing three people, according to the press service of the SES in Kyiv region. link
  • Satruday 26th February 2022 - Kyiv Oblast - Russian Missile hit  multi-storey residential building in Kyiv. link

  • Saturday 26th February 2022 – Sumy Oblast – Cell phone footage of residential buildings burning after having sustained fire during fighting in the city of Sumy. No Independent verification available. link
  • Saturday 26th February 2022 – Kharkiv Oblast – Footage and pictures emerged of damage sustained to a residential apartment building by a cruise missile impact. link
  • Saturday 26th February 2022 – Chernihiv Oblast – Photos emerged online of a bombed kindergarten. In the city of Chernihiv. Independent verification from Kyiv Independent. link
  • On 26 February 2022, during shelling by Russian Armed Forces in the village of Borodianka, Kyiv region, civilian housing was destroyed. As a result, 5 civilians were killed, and a two-year-old child was seriously injured.
  • On 26 February 2022, at 3:30 p.m. the ambulance was fired with small arms by the Russian Armed Forces in Ohtyrka, Sumy region. The driver and paramedic managed to hide.
  • On 26 February 2022, in the village of Ivankiv, Kyiv region, the Russian Armed Forces attacked Municipal non-profit enterprise of the Ivankiv village council, "Ivankiv central and regional hospital". The emergency medical care is blocked, wounded persons are brought in civilian cars. The tank destroyed the hospital fence.
  • Friday, 25 February 2022, RF troops fired on an emergency ambulance brigade in the Zaporizhia region and an emergency medical service brigade in the north of the Kyiv region. In addition, in Chernihiv, Russian troops opened fire on the territory of a psychiatric hospital. This was stated by Minister of Health Viktor Lyashko. link
  • Thursday 24th February 2022 – Kyiv Oblast – Photos of residential buildings on fire in Kyiv following a direct strike on an apartment. Independent verification from LiveUAMap link
  • Thursday 24th February 2022 – Chernihiv Oblast – Video of apartment buildings destroyed after a rocket artillery attack. Independent verification from Reuters. link
  • On 24 February 2022, near 04:00 Russian Forces shelled the villages of Borysivka, Vesele, Bobrovka with heavy artillery.  Attack lasted for about half an hour. According to preliminary data, one private house at Borysivka was destroyed and one civilian was killed (criminal proceeding # 12022221170003001).
  • On 24 February 2022, settlements at Derhachiv district in Kharkiv region were shelled. At least in Slatyne body of an unknown civilian with signs of shrapnel (gunshot) wound was found (criminal proceeding # 12022221230003000).
  • On 24 February 2022, an explosion took place in Uman, Cherkasy region, near the Filmax cinema building. Infrastructure, buildings, vehicles were damaged. One man was killed and five civilians were injured (criminal proceeding # 12022250320000272).
  • On 24 February 2022, an explosion occurred after shelling in Uman, Cherkasy region. Multi-storey building partially damaged (criminal proceeding # 12022250320000273).
  • On 24 February 2022, at 05:21 near the market in Kamianka-Dniprovska, Zaporizhia region and explosion was held, as a result of which 4 civilian housing were damaged (criminal proceeding # 12022080000000054).
  • On 24 February 2022, at 03:19 p.m. rocket of an unknown sample hit on a housing in Sharivka, Kirovohrad region, as a result a gas pipeline, house and power supply were damaged (criminal proceeding # 22022120000000016).
  • On 24 February 2022, Russian Forces shelled the village of Semykhatka, Kherson region. As a result of the bombing, one child was killed with shrapnel would (criminal proceeding # 42022230000000023).
  • On 25 February 2022, the municipal non-profit enterprise "Shchastia municipal hospital" of Shchastia municipal military and civil administration of Shchastia district of Luhansk region was completely destroyed during the warfare by Russian Forces. Patients and doctors were evacuated to the hospital in the village of Petropavlivka (Luhansk region).
  • On 25 February 2022, Russian troops during hostilities attacked with MLRS "Grad" building of an orphanage premise in Vorzel, Kyiv region, where 50 children were staying. There is no information about victims.
  •  On 25 February 2022, Russian Forces attacked an oncology dispensary in Melitopol, Zaporizhia region, as a result of which the second floor of the building and operating room was damaged.
  •  On 25 February 2022, at 4:27 p.m. Russian Forces attacked municipal non-profit enterprise of the Kharkiv Regional Council “Regional Children's Hospital No. 1”. 20 military strikes on the territory of the hospital resulted on the damage of the power supply cable.  The light in the intensive care unit disappeared. 7 infants were on artificial lung ventilation, and 6 older children were on artificial lung ventilation. 13 children were manually ventilated for 15 minutes. There was in total 200 children in the hospital. The operating room was damaged in addition to the reanimation. Due to the constant shelling, children were regularly taken down to the bomb shelter. It happens 20 times per day provided the technical support for the oxygen supply was wounded. A 65-year-old man received a shrapnel wound of the leg (criminal proceeding # 12022221200003016).
  • On 25 February 2022, at 4:27 p.m. Russian Forces attacked municipal non-profit enterprise of the Kharkiv Regional Council “Regional Blood Service Centre”. The attack started. Approximate 200 donors and 100 employees were in the facility at the time of the shelling. 16 donors were donating the blood at the time of the shelling. Explosions started when people were going down to the bomb shelter. The shelling continued 15-20 minutes. The shells exploded quite often. 40 windows and ceiling were damaged. The donor man died during the shelling (the damage was incompatible with the life). He came with his family to donate the blood. Also 3 donors received moderate injuries: 45-years-old woman - hip injury with arterial bleeding; 20-year-old man - shoulder injury; 20-years-old woman – contusion (criminal proceedings # 12022221200003015).
  • On 25 February 2022, the ambulance with the driver and anaesthetist was under attack by Russian Forces in Vasylkiv city, Kyiv region. The driver has a penetrating wound, the spine and musculoskeletal functions are possibly damaged, the nurse has a hand injury.

 

b.VIII – Forced Transfer of Civilian Populations in occupied territories

  • Sunday 18th - 20th February 2022 – Donetsk and Luhanks Oblasts – The Occupying Donetsk Peoples Republic and Luhansk Peoples Republic forcibly “evacuated” civilians living in the Donbas region of Ukraine to Russia. – Independent verification from Reuters & AFP

  • Monday 7th March 2022 - Zhytomyr Oblast - The village of Vyazivka - at night, Russian troops shelled and destroyed the Church (Intercession) of the Nativity of the Blessed Virgin (built in 1862). link

  • Saturday 26 February 2022 - Kherson Oblast - An ambulance was shelled while transporting a wounded Ukrainian serviceman in Kherson region. The driver of the ambulance and wounded serviceman were killed, a paramedic was seriously injured.
  • Friday 25th February 2022 – Kharkiv Oblast – Dashcam footage emerged cluster munitions being dropped on a road running parallel to Kharkiv Childrens Hospital. Independent verification from BellingCat. 20 military strikes on the territory of the hospital resulted on the damage of the power supply cable.  The light in the intensive care unit disappeared. 7 infants were on artificial lung ventilation, and 6 older children were on artificial lung ventilation. 13 children were manually ventilated for 15 minutes.   • Friday 25th February 2022 - Kyiv Oblast - Russian troops during hostilities attacked with MLRS "Grad" building of an orphanage premise in Vorzel, Kyiv region, where 50 children were staying. There is no information about victims.
  • Friday 25th February 2022 - Luhansk Oblast - Municipal non-profit enterprise "Shchastia municipal hospital" of Shchastia municipal military and civil administration of Shchastia district of Luhansk region was completely destroyed. Patients and doctors were evacuated to the hospital in the village of Petropavlivka.
  • Friday 25th February 2022 - Kharkiv Oblast - ussian Forces attacked municipal non-profit enterprise of the Kharkiv Regional Council “Regional Blood Service Centre”. The attack started. Evidence of the use of cluster munitions by the Russian Federation against the Ukrainian Army. The claims have been independently verified by BellingCat. Cluster Munitions are banned under the Convention on Cluster Munitions (CCM) - an international treaty that prohibits all use, transfer, production, and stockpiling of cluster bombs. Cluster weapons are a type of explosive weapon which scatters submunitions ("bomblets") over an area.
